A fellow blogger from the old country had this brilliant idea: in order to truly develop, Albania needs not a’brain gain’ but rather a ‘heart gain’ program. Being weary of the dismal fate of Ivy League run countries such as Georgia (run by lawyers), and Chile (run by MBAs) the quality of Albania’s returnees should not be judged by the stature or rank of their academic training or work experience[i.e no Goldman Sachs alumni need apply], but rather by the answer to the simple question: where does your heart lie?
So how does one attract ‘hearts’ and not ‘brains’. Pretty much by not listening to IMF/WB market prescriptions. You want to go to work in Albania..fine! You shall be employed only in a technical position, at the ’specialist’ level NOT “DIRECTOR OF DIRECTORIATE/CEO/or whatever other titles”.
Considering the current global financial situation, there should be many of us who have got time to spend in Albania. The question is what would truly be our inclination? Can we find a few good men and women who are ready, willing, and able to do what’s required in order to end this excruciating economic transition? N kjo me duket ide shume e mire, sidomos me programe exchange (psh tani qe tregu i punes eshte sikletos icik ne perendim), nje kontribut i sinqerte pa deshire per lavdi dhe pushtet. Nuk e di nese do te ndodhe me ndonje program ama, me teper se sa si pjese e zhvillimit te natyrshem te migrim-kthimit.
Megjithate me sa kam pare nga keta yjet e rinj, perfshire edhe te njohur apo te degjuar te perbashket, there is some heart in their reason for coming, te pakten per disa.
Ndoshta me kalimin e kohes do te behet filtrim me i mire, dhe ata qe vijne nuk do jene vetem zemer ose vetem shkolle me emer, po kombinim serioz dhe me fryte te provuara i ketyre (sado qe keto dy vecori e luftojne perjetsisht njera-tjetren :p).
Eshte ide shume interesante, por si mund te matet zemra e nje njeriu? Une njoh shume studente me te cilet studjova ne Amerike, qe pasi u kthyen e punuan ne Shqiperi per nje fare kohe, u lodhen dhe u zhgenjyen. Pa dyshim, ndryshimi fillon diku, dhe une te pergezoj inisjativen, por “everything good takes time.” Me kohe, dhe me perpjekje te tilla, ndryshimi do vije.

Une e kam menduar shpesh dhe e mendoj kthimin ne memedhe po kur vete kaloj nje periudhe kohe atje dhe ndeshem me ate lloj administrate publike e me ate atmosfere biznesi me nje kulture pune dhe etike profesionale shume me te ndryshme se kjo ne perendim dhe e ndryshme edhe me c’e kam lene dhjete vjet me pare, kur bisedoj me kolege, miq, te aferm, dhe kur me mungon electriciteti apo uji per fat te keq e shikoj qe kthimi eshte tmerresisht i veshtire.
Eshte e vertete qe po nuk u kthyen shume nga nje brez te shkolluarish ne perendim qe kane adoptuar kulturen perendimore te punes dhe biznesit eshte e veshtire te shkundet ai vend.
Kam dijeni per disa persona qe jane kthyer si pjesetare te projekteve perendimore ne Shqiperi por dhe te tjere qe kane hapur biznese te tyre apo jane punesuar ne administraten shteterore.
Personalisht, mendoj qe mund te kthehem si e derguar nga ndonje organizate perendimore for profit or non-for-profit per nje projekt a biznes me leadership perendimor.

Dicka e tille eshte e mundur, nese qendrimi i njerezeve qe nisen per ne vendlindje permban nje doze modesti – pa pretendime qe do ta “shpetojne” atdheun apo qe do ta kene nje pozite apo rroge te krahasueshme me ato te perendimit vetem sepse kane diploma nga universitete te huaja. Njerez te tille jane bere “a dime a dozen” edhe ne Shqiperi, edhe ne Kosove.
